Foreword
The Vision of the Government of Vanuatu is to raise “A Stable, Sustainable and Prosperous Vanuatu” in particular, for the purpose of this plan, the people of Central Tanna. The department of local Authority’s priority now is to strengthen all area councils throughout Vanuatu.
As such, we are proud to introduce this first ever five year development plan for Central Tanna Area Council as an initiative documented tool gears towards achieving “A Stable, Sustainable and Prosperous Area Council” for the people of Central Tanna. The Plan is developed in line with the National Governments National Sustainable Development Plan (2016 to 2030), Tafea 5 Year Development Plan (2019 – 2023) and Departments corporate Plans. We believe that, this plan will be achieved through better coordination, partnership and commitment by all key players.
With the rapid growing population, Globalization, climate change issues of Central Tanna area council, socio-economic growth has to be higher than population growth if people are to be Tafea Provincial Government better off.
However, rapid growing population’s rate tends to be higher than the socio-economic growth. A lot of social services do not yet reach the rural communities and incomes measured against spending power have declined. There is still substantial hardship and poverty and increasing unemployment, especially among women, disabilities and young people.
It will be a great challenge if the outcomes of this 5 year sector strategic plan are to be realized. With the concerted effort, will and commitment at all levels and commitment and support of our Donor partners, We strongly believe that Central Tanna area council will be a place where peace, stability and security will prevail and where the benefits of this plan will be equitably distributed. We would like to thank all those who have contributed to this document.

Overview
The three-year strategic Development Plan (2022 - 2024) will be the lowest-level government planning document for Central Tanna area council for the next 3 years. It will inform all new government ministry and sector planning, and will guide the overall strategic direction of government activities to ensure we meet our long-term national vision. This plan is aligned with the Decentralization policy of the national Government.
Medium-term planning and budgeting will flow from the priorities set by Central Tanna area council, Tafea Provincial Government Council, NGOs Donor partners and Line Government based Department in Tafea. Central Tanna area council will develop annual business plans and link budget expenditure to ensure plans are achieved.
The area council strategic plan is also a tool to use in order to coordinate all development activities on Central Tanna, holding ministries, donors and non-governmental partners similarly accountable for the money they spend towards delivering development outcomes for the people of Central Tanna, ensuring that all programs are aligned with the NSDP and that maximum impacts are achieved.
Finally, setting targets and priorities for each of the Sectors will allow consistent monitoring of progress over the three years. These results will be analyzed and published, along with the path towards meeting the NSDP Goals, in the Annual Development Report. As such, every people will be able to hold the government, donors and elected representatives accountable for their ability to deliver on their development aspirations.
In preparing this document, there have been inputs from each of the stake holders during various forums including: Provincial Technical Advisory Members, Area council secretary and area council committees after comprehensive community consultations conducted on need analysis.

We would like to thank the Tafea Provincial Government council who has initiated and taken the leading role in developing this three-year sector development plan. We would also like to thank the task force team for their generous time dedicated to putting all the information’s together and finally document this first ever 7 year development plan for Central Tanna area council.

Ensuring allocation of resources is manageable and Sustainable whilst enhancing the Decentralization of Services delivery to Communities.
Objective
To ensure the wellbeing of all five Pillars at each community are equitably addressed.
Population Data
- Central Tanna is 6,753.
- While there are more males (3485) than females (3268), the adult and elderly female population exceeds the adult and elderly male population.
- The bulk of the male population is made up of children, adolescents, and youth.
- Children aged 0 – 11 years old make up 35% of the total population.
- Adolescents (13%) and youth (20%) make up 33% of the total population.
- Adults make up 25% of the population and the elderly make up 7% of the population.
- At 187, people with disability make up 3% of the total population of Central Tanna.
- There are more males (55%) than females (45%) with a disability.
- The bulk of persons with disability are children (25%) and adolescents (22%).
- Disability among youth and adults are equally 21% while disability among the elderly stands at 11%. As the population ages, there will be more adults and elderly people with disabilities.

Household Data
- 33 of the 84 communities surveyed had household sizes of less than 5 while the other 51 had 5 or more household members.
- 13% of the total number of households (1,569) are female headed.
- Of the 84 communities surveyed, 64 (76%) have female headed households.
- In one community – Laumetuan, 80% of the households are female headed.
- 24% (20) of communities surveyed did not have female headed households.
